KLRCA Summer Academy on IILDS – Speaker Profiles
Below are the profiles of speakers at KLRCA Summer Academy on International Investment Law and Dispute Settlement
Director of the KLRCA
Datuk Professor Sundra Rajoo is the Director of the Kuala Lumpur Regional Centre for Arbitration (KLRCA) and current President of the Chartered Institute of Arbitrators (CIArb) Global. His roll of honour includes being Founding President of the Society of Construction Law, Malaysia and the Past President of the Asia Pacific Regional Arbitration Grouping (APRAG), which is a federation of nearly 40 arbitral institutions in the Asia Pacific region.
Professor Datuk Sundra Rajoo is a Chartered Arbitrator and an Advocate & Solicitor of the High Court of Malaya (non-practising). He is a Professional Architect, Registered Town Planner and a Fellow of the Royal Institution of Chartered Surveyors. He has had numerous appointments as chairman, co-arbitrator of three-man panels and sole arbitrator in international and domestic arbitrations. He serves on the panel of numerous international arbitral institutions and organisations.
He is a visiting professor at the Faculty of Built Environment, University of Technology Malaysia and a visiting professor and external examiner at the Faculty of Law, National University of Malaysia. He is a member in the Monetary Penalty Review Committee set up under the Malaysian Financial Services Act 2013.
Professor Datuk Sundra Rajoo has authored several books on arbitration and contract law, including, “Law, Practice and Procedure of Arbitration” (2003); “The Malaysian Standard Form of Building Contract (The PAM 1998 Form)” (1999); the Arbitration title for Halsbury’s Laws of Malaysia (2002); and “The Malaysian Arbitration Act 2005 (Amended 2011) – An Annotation” (2013). He was also the co-author of “Arbitration Act 2005 – UNCITRAL Model Law as Applied in Malaysia” (2007), “The PAM 2006 Form” (2010), and “Construction Law in Malaysia” (2012).
In July 2015, Datuk Professor Sundra Rajoo was conferred an Honorary Doctorate in Laws from the Leeds Beckett University in England.
Head of investment treaty arbitration and international law, KLRCA
Dr. Ioannis is the Head of investment treaty arbitration and international law at the Kuala Lumpur Regional Centre for Arbitration (KLRCA). He has a BA from the University of Athens (Greece), an MA from the Institut d’Études Politiques de Paris (Sciences Po, Paris, France), an LLM (International Law and International Organisations) and a PhD (International Law) from the Sorbonne Law School (École de droit de la Sorbonne/Université Paris 1 Panthéon – Sorbonne, Paris, France).
Prior to joining the KLRCA, Ioannis worked as an associate at a leading public international law firm in London, where he advised and represented governments, international organisations and companies on a wide range of contentious and non-contentious public international law and related dispute resolution issues, including the protection of foreign investments under international investment agreements, treaty interpretation, law of the sea and natural resources, land and maritime boundary issues. Dr. Ioannis advised in connection with disputes heard at the International Court of Justice (ICJ), the International Tribunal for the Law of the Sea (ITLOS), the International Centre for Settlement of Investment Disputes (ICSID) and at a multitude of ad hoc and institutional arbitral fora.
Before that, Dr. Ioannis worked at ITLOS and the Office of Legal Affairs of the United Nations. He was also a Visiting Fellow at the Lauterpacht Centre for International Law (University of Cambridge) and at the Max Planck Institute for Comparative Public Law and International Law.
Associate Professor at the Institute of Malaysian and International Studies (IKMAS)
Sufian Jusoh is the Deputy Director of and Senior Fellow at the Institute of Malaysian and International Studies (IKMAS) Universiti Kebangsaan Malaysia and a Distinguished Fellow at the Institute of Diplomacy and Foreign Relations, Malaysia. He is also an External Fellow of the World Trade Institute (WTI), University of Bern, Switzerland. Sufian is an Investment Law and Policy Expert at the World Bank and ASEAN. Sufian is also the current Chairman of the Africa-Asia Expert Group on the Customary International Law.
Sufian is a Barrister-at-Law of Lincoln’s Inn, holds an LL.B from Cardiff Law School, an LL.M (Merit), University College London and a Doctor in Law (summa Cum Laude) from the University of Bern, Switzerland. Sufian’s expertise is in international trade, international investment and intellectual property management. Sufian coordinates WTI’s consultancy and training programmes in the field of international trade and investment in Southeast Asia. Sufian has been a consultant many countries and international organisations. They include the United Nations Conference on Trade and Development, the World Intellectual Property Organisation, APEC High Level Policy Dialogue on Biotechnology, Asian Development Bank, World Bank and ASEAN. Sufian has authored several books and journal articles.
Senior Associate, Clifford Chance (Singapore)
Olga Boltenko is a senior associate in the International Arbitration practice of Clifford Chance. She specialises in investment arbitration. Prior to joining Clifford Chance, she acted as legal counsel in investor-State disputes under the auspices of the Permanent Court of Arbitration, and as tribunal secretary in dozens of commercial disputes, both ad hoc and institutional (including SIAC, ICC, HKIAC, SCC), in a wide array of industries including oil & gas, infrastructure, construction, telecommunications, and pharmaceuticals. She is listed as arbitrator on the HKIAC list of arbitrators and on the KLRCA panel of arbitrators. She is admitted in Russia and she is registered as a foreign lawyer in Singapore.
Counsel, Clifford Chance (Perth)
Sam’s practice covers both international commercial arbitration and investor-State arbitration. In 2016, Sam was named in Australia’s Best Lawyers for international arbitration. Noted for his “very good advocacy skills” (Global Arbitration Review), Sam is recognised as a “rising star” of dispute resolution in Australia (Doyle’s Guide) and a “key contact” with “experience in sovereign State arbitrations across the Asia Pacific region” (Legal 500).
