KLRCA Adjudication Training Programme (Kuala Lumpur)
The Adjudication Training Programme is conducted by KLRCA and is open to everyone, especially those in the construction industry. Aside from training future adjudicators and providing them with the necessary skills to conduct an adjudication, the programme is also suitable for those who do not want to become adjudicators but would just like to seek more knowledge on the area of statutory adjudication.
Ir. Harbans Singh (Professional & Chartered Engineer, Arbitrator, Adjudicator & Mediator)
IR. HARBANS SINGH, is a Professional and Chartered Engineer, Arbitrator, Adjudicator, Mediator, Advocate & Solicitor (non practicing). Among his other professional affiliations he is a member of the Adjudication Society and the Association of Independent Construction Adjudicators.
Ir Harbans Singh commenced his career in Malaysia before working in Germany and thereafter locally in various professional capacities. He is presently domiciled in Malaysia where he is active in construction law and dispute resolution.
Ir Harbans Singh is the recipient of the IEM’s Tan Sri Haji Yusof Prize (2001), the Cedric Barclay and the Chartered Institute of Arbitrator’s Award for the Diploma in International Commercial Examination (2003). He is also the author of a series of four books entitled ‘Harbans’ Engineering & Construction Contracts Management”, co-author of the book “The PAM 2006 Standard Form of Building Contract” and ” Construction Law in Malaysia”, contributor to the “Malaysia Standard Forms & Precedents : Construction & Engineering Contracts”, ” The Ingenieur” and the “Malayan Law Journal”.
Lam Wai Loon (Advocate & Solicitor, Arbitrator & Adjudicator )
LAM WAI LOON is an Advocate & Solicitor in Malaysia, specialising in the field of construction adjudication, arbitration and litigation. His practice focuses on dispute resolution of building construction related disputes. He has acted as counsel for various large construction companies in a variety of construction disputes. He also sits as an arbitrator. In addition to the legal qualifications, he obtained a Master Degree in Business Administration from the Heriot-Watt University, Scotland. He is a Fellow of the Chartered Institute of Arbitrators (UK) and is on the Kuala Lumpur Regional Centre for Arbitration’s panel of arbitrators and adjudications. He is the current Deputy President of the Society of Construction Law, Malaysia (2014-2015), the Vice Chairman of the Chartered Institute of Arbitrators, Malaysia Branch (2014-2015), and the Honorary Secretary of the Malaysia Society of Adjudicators (2014-2015).
Chong Thaw Sing (Chartered Arbitrator, Mediator & Adjudicator)
CHONG THAW SING practised as a civil engineer as his first career. In 1999, he responded to a calling in arbitration as his second career to help fill this long felt need in the arbitral fraternity for technically trained and legally savvy arbitrator. Chong has acquired further qualification in Masters in Science in Construction Law and Dispute Resolution from Kings College/ NUS and a Bachelor of Law Degree (LLB Hons) from the University of London. Over the last decade he had spent 7 years (the last 2 as Branch Chairman) with the Chartered Institute of Arbitrators (Malaysia Branch) participating in the administration of CIArb Malaysia branch’s activities. Since stepping down as branch Chairman in 2008, he has been fully immersed in resolving parties disputes in the capacity of an arbitrator in both construction and commercial disputes.
Thayananthan Baskaran (Advocate & Solicitor, Adjudicator, Arbitrator & Mediator)
Thayananthan Baskaran is an adjudicator, arbitrator and mediator based in Kuala Lumpur. He was appointed in the fifteenth adjudication registered by the KLRCA and now regularly sits as an adjudicator. Thaya has been appointed as arbitrator to determine disputes arising from a variety of commercial transactions, including development and joint venture agreements. Thaya sits as a mediator in Kuala Lumpur and Singapore. Thaya is the author of several publications on dispute resolution, including the Malaysian chapter of ADR in Construction published by the International Bar Association in 2014. Thaya is an editor of Construction Law International and the Construction Law Digest.
Thaya was educated at St John’s Institution, Kuala Lumpur, read law at King’s College, London, and was called to the Bar by Gray’s Inn. Thaya is a Fellow of the Chartered Institute of Arbitrators; The Dispute Board Federation, Geneva; the Malaysian Society of Adjudicators; the Malaysian Institute of Arbitrators; and an Incorporate of the Chartered Institute of Building. He is a KLRCA Certified Adjudicator and an SMC Associate Mediator, Singapore Mediation Centre.
